Title: WWB Clones
Technology:

Name: WWB Cloning Technology
Description: The World Without Boundaries has opted to solve their population problem through the use of cloning technology. For the present moment, thousands of clones are being born. These clones are infants and massive nurseries have been set up by the humans to care for the children.
Limits: A lot of issues need to be worked out. A way to care for the infants en masse is needed as clone population grows. The WWB need to solve the problem of lack of genetic diversity in the clones. Lastly, many WWB scientists are working on ways to clone bodies to adulthood in order to serve WWB interests in the more immediate future.
Time Until Development: Developed but flawed.
Time Until Use: In use, but only a limited amount of clones have been created due to the challenges of raising so many infants at once.
Time Until Mass Production: N/A, the cloning technology is stored in secure, underground WWB labs on Earth.
Owners: WWB
History: N/A

Approved, with the stipulation that genetic decay will occur overtime.
Eventually you're going to be pumping out potatoes if you make clones of clones of clones.

Genetic decay is an obstacle in cloning clones. I would think that's a given. However, he never said anything about cloning clones, just cloning real people.
